General Description The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. Overview of Job The DCA Records Manager, under the supervision of the DCA General Counsel, directs agency records operations and establishes information‑management protocols to agency programs and offices in accordance with industry standards and best practices. The DCA Records Manager serves as an information‑technology expert in charge of spearheading efforts to manage and develop information systems. The DCA Records Manager assesses and maintains content management systems on behalf of the agency. As the supervisor for the Records Analyst, GORA Analyst and the Information Management Analyst, the DCA Records Manager ensures the agency’s compliance with records retention, document production and records destruction protocols. The DCA Records Manager is the agency’s liaison with the State Records Center (SRC) and works frequently with the Deputy General Counsel, IT, and the agency’s leadership. DCA Records Manager is responsible for establishing information governance protocols, training agency staff on those protocols and monitoring industry and best practices in information management and records management. The DCA Records Manager may assist with packing and moving large quantities of boxes for transmittal to SRC and serve as a backup receiver of records requests, transmittals, and deliveries. The DCA Records Manager ensures routine audits within the unit for destruction of records and proper records storage. The DCA Records Manager position reports to the DCA General Counsel. Minimum Eligibility Requirements Bachelor’s degree with intent to enter a graduate program in library science, archival studies, or a related field. 4 years’ experience working in a records management, library science, or archive role. Graduate degree in archival studies, library science, or a related field, or actively enrolled in a graduate program (preferred). Certification in Certified Archivist (CA) or Certified Records Analyst/Certified Records Manager (CRA/CRM) preferred. Electronic records management experience. Experience using the enterprise content management system MicroFocus Content Manager/HP TRIM. Enthusiasm for problem solving and comfort with change. Knowledge of records retention schedules. Expert knowledge of records and information governance methodology of physical and electronic records. Experience working in databases and/or content management systems. Maintain confidentiality of highly sensitive records. Attention to detail for repetitive tasks that involve large amounts of data. Strong project management skills to manage tasks with little oversight. Fluent with Microsoft Office (Outlook, Excel, PowerPoint) and Adobe Acrobat. Strong oral and written communication, particularly in composing professional email. Preference for candidates with experience digitizing paper records for preservation or transition from paper to electronic workflows. Experience with GovQA (preferred). Excellent customer service skills, positive attitude, and ability to work well under pressure. Ability to multi‑task, meet deadlines, and work in a fast‑paced environment. Job Duties and Responsibilities Respond politely and courteously to customer inquiries via email and telephone and offer resolutions to customer inquiries/problems. Collaborate with the Deputy General Counsel on policy compliance, security and risk assessment and management. Develop recommendations for and implement procedures related to the agency’s information management policies and procedures across all and digital platforms. Train and advise on the agency’s approved standard protocols for records and information in data sharing platforms and mechanisms (including chat, text message, Microsoft Teams, etc.). Provide knowledgeable direction to the agency’s records management staff. Ensure regular review and compliance with retention schedules. Serve as an agency expert on Enterprise Content Management (ECM) system, MicroFocus Content Manager. Maintain a training schedule for the Records and Information Management unit. May provide guidance or training to other Records and Information Management staff and/or agency staff. Perform other related duties as assigned.
